Bush and Katrina
I am getting sick of hearing that the President didn't handle Katrina quick enough or that he didn't care or that his response was racist. I know that sentence had serious errors but I don't care right now. Everything is coming out now. Much to the disbelief of many left wing nuts, Bush was involved before Katrina hit. Bush was involved after Katrina hit. I guess the dems don't want you to know that. Even though the Mayor of New Orleans had the means to evacuate the low income folks, he chose not to. Even though Bush stood ready to help when called upon, the Governor did not call. President Bush made those calls. Now Bush feels it necessary to do damage control. That is a shame. We have seen in Florida and in Texas how to handle a situation like this. I think the leadership, or lack there of, in Luisianna should take a lesson. I know I did not provide a great deal of specifics but I don't need to. The details are out there you just have to want to find them.

The stupid thing is that Repubs. blame Nagin and Blanco and Dems. blame Bush and FEMA. However, people like me, who actually follow the news, know that they're all to blame. They all could've done something differently. I think Nagin did the best job out of the four. One can argue that he didn't use his buses to get the poorer people out. But no one counted on the levees breaking...the hurricane itself didn't do much damage. New Orleans would've survived it if the levees held strong. And many of the poor people didn't want to leave. They wanted to continue with their jobs and their lives, and they also never counted on the levees giving way.
FEMA did the worst job out of the 4, in my opinion. They were a complete disaster, responding to the mess days after people were left stranded. Of course, this showed in the weeks after, when Brownie was thrown out. Apparently, I'm not the only one who realizes they were a disaster!
Yes...the gov't at all levels did fail the citizens. But saying that only one or the other is to blame is just showing blind affection for your cause.

FEMA took the longest to respond (3 days)...Even Republicans are criticizing Brownie. He's clearly incompetent!
Brown is the feds scapegoat. I think Nagin and Blanco should be the local and state scapegoats!!! You want a prime example of incompetence, you need not look very far from the site of the disaster. If the U.S. was a communist country,then maybe we could blame the federal government for inept locals. If the feds came in and told the local and state officials how to do their jobs any other time, they would be unconstitutionally out of line!! Now we have a hurricane. The feds allow the locals to do their job and they prove to be ridiculously incompetent. These guys should accept responsibility for their own actions )or lack of action). This is in no way the fault of FEMA or the administration.
The levees broke because they were not designed to take this kind of a hit. If President Bush had made the levees his number one project the day he was innaugurated, then maybe construction would have started by now... or maybe not!!! Louisiana in general and New Orleans in particular are hot beds for corruption and crime. You could give these guys a trillion dollars to rebuild and they would all get rich and swear they needed more.

Loan proceeds may be used for most business purposes, including start-up, expansion, equipment purchases, working capital, inventory or real-estate acquisitions.
To be eligible for CommunityExpress, current or prospective small businesses must be located in low- and moderate-income urban and rural areas.

7(m) Microloan Program

What can I use the loan proceeds for?
You can use an SBA small business loan to:
• expand or renovate facilities;
• purchase machinery, equipment, fixtures and leasehold improvements;
• finance receivables and augment working capital;
• refinance existing debt (with compelling reason);
• finance seasonal lines of credit;
• construct commercial buildings; and/or
• purchase land or buildings.
How do I repay the loan?
The length of time for repayment depends on the use of the loan proceeds and the ability of your small business to repay the loan.The term is usually 5 to 10 years for working capital, and up to 25 years for fixed assets such as the purchase or major renovation of real estate or purchase of equipment. There are no balloon payments, prepayment penalties, application fees or points permitted with these small business loans. Repayment plans may be tailored to each individual small business.
How do I get started?
You submit a business loan application to a lender for initial review. If the lender approves the business loan subject to an SBA guaranty, a copy of the loan application and a credit analysis are forwarded by the lender to the nearest SBA office. After SBA approval, the lending institution closes the business loan and disburses the funds; you make monthly loan payments directly to the lender.
